Gov. Jindal Announces Capital Outlay Funding for FY 2014

Baton Rouge: Governor Bobby Jindal announced the capital construction proposal for the next fiscal year (FY 2014), which includes millions in funding for projects in the Capital Region. The proposal was submitted to the Legislature in the form of House Bill 2 ( http://www.legis.la.gov/Legis/ViewDocument.aspx?d=838607&n=HB2 Original ) and includes several key investments in higher education projects. Since 2008, the Jindal administration has supported more than $700 million in critical higher education infrastructure investments across the state, including more than $225 million for Louisiana Community and Technical College campuses.
Key projects include $50 million for Patrick F. Taylor Hall renovations at Louisiana State University in Baton Rouge, $11.25 million for the Automotive Training Facility at Baton Rouge Community College in East Baton Rouge Parish, and $14 million for widening I-12 from O’Neal Lane to Walker/Satsuma in East Baton Rouge Parish and Livingston Parishes.
Governor Jindal said, “We have made higher education and economic growth two of our top priorities, and making valuable investments in our state’s flagship university and in improving infrastructure in one of our state’s busiest regions will go a long way toward ensuring that Louisiana remains one of the best places in the world to find a job, raise a family and get a great education.”
Higher Education Investments in the Capital Region include:

$50 million in Priority 5 funding for Patrick F. Taylor Hall renovations at Louisiana State University in Baton Rouge;
$11.25 million in Priority 5 funding for planning and construction for the Automotive Training Facility at Baton Rouge Community College in East Baton Rouge Parish;
$1 million for renovations to the Old Engineering Shops Art Department at Louisiana State University in Baton Rouge;
$1 million for French House renovations at Louisiana State University in Baton Rouge;
$350,000 for sewer and street improvements near the intersection of Jesse Stone Avenue and E.C. Harrison Drive at Southern University in East Baton Rouge Parish;
$2.5 million for planning and construction of Nicholson Gateway infrastructure improvements at Louisiana State University, Baton Rouge, with $22.5 million in Priority 5 funding for a total investment of $25 million;
$1.25 million for planning and construction for the F.G. Clark Activity Center roof replacement at Southern University in East Baton Rouge Parish.

Additional Investments in the Capital Region include:

$14 million for planning and construction of widening I-12 O’Neal Lane to Walker/Satsuma in East Baton Rouge and Livingston Parishes;
$11 million for planning, utilities, right of way and construction for Essen Lane widening from I-10 to Perkins Road in East Baton Rouge Parish;
$360,000 for planning and construction for Julius Freyhan Cultural/ Conference Center in West Feliciana Parish, with $2.89 million in Priority 5 funding for a total investment of $3.25 million;
$2.75 million for planning, construction and renovations to the DPS and ISB Data Centers in East Baton Rouge Parish;
$2.7 million for renovations to the Louisiana Workforce Commission’s Administrative Headquarters in East Baton Rouge Parish;
$2.5 million for property acquisition, planning and construction of the New Iberville Parish Hospital;
$170,000 for Emergency Water Filter System Replacement at Louisiana State Penitentiary in West Feliciana Parish, with $1.85 million in Priority 5 funding for a total investment of approximately $2 million;
$2.18 million for maintenance, material storage and annex buildings at the new Police Department Headquarters in West Baton Rouge Parish;
$2 million for planning and construction of the Hooper Road widening to four lanes from Blackwater Bayou to Sullivan Road in East Baton Rouge Parish, with $8 million in Priority 5 funding for a total investment of $10 million;
$1.9 million for construction of the Hooper Road Extension from LA 37 to LA 16 in East Baton Rouge and Livingston Parish;
$1 million for planning and construction for the False River Restoration Project in Pointe Coupee Parish;
$1 million for planning and construction for the Mississippi River Levee Raising from Arkansas to Old River in Avoyelles, Concordia, East Carroll, Madison, Pointe Coupee and Tensas Parishes;
$900,000 for planning and construction of air handler units for Pisces and Gemini Dormitories at the Louisiana Correctional Institute for Women in Iberville Parish;
$900,000 for planning and construction for the Central Community Sports Park in East Baton Rouge Parish;
$800,000 for planning and construction of boat launch renovations at LA Highway 42 and the Amite River in Ascension Parish;
$720,000 for Emergency Generators at Dixon Correctional Institute in East Feliciana Parish;
$400,000 for planning and construction of emergency ADA and Life Safety Renovations to the Court House in St. Helena Parish;
$200,000 for planning and construction to expand, repair and modify the City of Central’s drainage system in East Baton Rouge Parish;
$160,000 for water tower repairs and improvements in East Feliciana Parish.

The Division of Administration’s Office of Facility Planning and Control annually prepares the capital outlay bill, submitting it to the Legislature on the eighth day of the legislative session.
